Before joining Cooley, Associate Dean of Career and Professional Development Charles R. Toy was in private practice for 28 years, in large, medium, and small law firms, where he practiced in the areas of church law, environmental and natural resources law, and criminal and commercial litigation. He has also served as a contract administrative law judge for the Michigan Department of Environmental Quality, was an Assistant Ingham County Prosecutor, and was a judicial law clerk in the Michigan Court of Appeals.

Dean Toy was the 75th President of the State Bar of Michigan and its Board of Commissioners, served for 18 years on its Representative Assembly, and is a past chairperson of the Environmental Law Section. He was a member of the American Bar Association's House of Delegates and a former member of the Board of Directors of the Ingham County Bar Association.

A 1981 summa cum laude graduate of the Thomas M. Cooley Law School, Mr. Toy has also served the law school as an adjunct faculty member, chair of its Alumni Association, and as a Board Member. Dean Toy received his Masters of Science from Michigan State University in 1980, and his Bachelor of Arts in Biological Sciences from Oakland University in 1972.
